DA Files No Confidence Motion Against Joburg Mayor Morero

South Africa’s main opposition party, the Democratic Alliance (DA), has tabled a motion of no confidence in Johannesburg Mayor Dada Morero, citing the city’s worsening service delivery and leadership crisis. The DA also filed a separate motion targeting City Council Speaker Nobuhle Mthembu.
In a statement released on Wednesday, the party said Morero—who became the city’s eighth mayor in just four years—had failed to deliver on promises made when he assumed office in August. The DA accused both officials of failing to address the capital’s crumbling infrastructure and deteriorating municipal services.
Morero previously served a short stint as mayor in 2022 and returned to office promising improved service delivery. However, Johannesburg has continued to struggle under his leadership.
The city is grappling with severe challenges, including rubbish piling up in the streets, widespread potholes, and derelict buildings housing vulnerable residents. Around 40% of its water supply is lost through leaks, and nearly 35% of electricity disappears due to theft and illegal connections.
“The delivery of basic services has collapsed. Communities are being abandoned, and the local government machinery is on the brink of failure,” the DA stated. It further criticised the speaker for failing in her constitutional duty to maintain order and fairness in council proceedings.
Although the African National Congress (ANC) entered into a coalition with the DA at national level after losing its majority in the May 29 elections, no agreement has been reached in Gauteng province to share power at the municipal level.
This political deadlock has left Johannesburg, the continent’s wealthiest city, in a governance vacuum, according to the DA.
