In his State of the City Address, Johannesburg Mayor Dada Morero passionately advocated for the recognition of cities as engines of global economic growth. As South Africa prepares to host the G20 Summit, Morero emphasized Johannesburg’s strategic role in supporting the country’s presidency and fostering international cooperation.

Johannesburg’s Role in the Global Economy

Morero highlighted that cities like Johannesburg are at the forefront of driving innovation, economic opportunity, and partnerships, especially for youth and marginalized communities. “Cities across the world are the engines of growth,” he stated. “This growth is anchored through partnership, innovation, and entrepreneurship.”

The Mayor pointed out Johannesburg’s success in hosting major international events such as the G20, B20, and Y20 summits, which have solidified the city’s global reputation as a hub for “Solidarity, Equality, and Sustainability.” These summits not only elevated Johannesburg’s profile on the global stage but also contributed to shaping the discourse around inclusive urban policies.

The Urban 20 Summit: A Global Platform for Urban Policy

Looking ahead, Johannesburg has been tasked with co-hosting the Urban 20 Summit in September 2025. This event will bring together mayors from major global cities to discuss and implement urban policies that promote inclusive growth and sustainable development.

Morero stressed the importance of meticulous planning and collaboration to ensure the summit’s success. “Together, we can share best practices to stimulate local economies and attract sustainable investment,” he noted, underscoring the summit’s potential to boost Johannesburg’s financial and social position.

Strategic International Partnerships to Boost Job Creation

As part of his vision to attract international investment, Morero detailed targeted partnerships with global economies such as China, the United Kingdom, Japan, Germany, Brazil, and Russia. These partnerships aim to bolster Johannesburg’s infrastructure development and create job opportunities for residents.

For instance, he spoke about how Johannesburg’s industrial parks offer prime investment opportunities for China, while the United Kingdom could benefit from the city’s Global Business Services Centre in Alexandra. The Centre already employs a workforce where 90% are young South Africans, demonstrating the city’s commitment to job creation and youth empowerment.

In collaboration with the Business Process Enabling South Africa initiative, Johannesburg has trained 30% of its unemployed population in digital skills and customer service, thus creating a skilled workforce ready for the global job market.

International Partnerships in Infrastructure Development

Morero also outlined how partnerships with countries like Germany can drive key infrastructure projects in Johannesburg. He mentioned several initiatives, including the Diepsloot Sewer Pipeline, Water Demand Management systems, and the Northern Wastewater Treatment Works. These projects will not only improve Johannesburg’s infrastructure but also align with green economy initiatives.

Addressing Poverty Through Informal Settlement Upgrades

One of the most notable initiatives presented by Morero is the R396 million informal settlement upgrading programme. Targeting over 20 settlements across the city, the programme aims to formalize these areas, addressing issues such as poverty, safety, and access to services. Morero extended an invitation to Brazil to collaborate on this vital project.

Revitalizing Johannesburg’s Mining Belt

Morero also focused on the future of Johannesburg’s mining belt, which he described as a defining feature of the city’s spatial landscape. A R1.3 billion redevelopment plan has been proposed, which includes land rehabilitation, public space upgrades, and new infrastructure. He expressed confidence that Russia could contribute its expertise in urban planning to help execute this large-scale transformation.

As Johannesburg prepares for the upcoming G20 Summit, Mayor Dada Morero’s vision for the city underscores its critical role in shaping global economic growth. His ambitious strategies to attract international partnerships are expected to drive sustainable development, create jobs, and strengthen Johannesburg’s position as a key player on the world stage.
