ANC Confirms SRD Grant to Become Basic Income Grant, Says Mbalula

South Africans receiving the R370 Social Relief of Distress (SRD) grant could soon benefit from a more permanent support system. ANC Secretary-General Fikile Mbalula announced that the SRD grant, managed by the South African Social Security Agency (SASSA), is set to be converted into a Basic Income Grant.
Speaking at Freedom Park in Soweto on Sunday, Mbalula said the transformation of the SRD grant forms part of the ANC’s broader social support plans outlined during its National Executive Council lekgotla earlier this year.
“The R350 that Ramaphosa gives to you will be maintained, but we are going to change it so we can establish the Basic Income Grant,” Mbalula said. “This will help you till you find a job, then move so it can help others as well.”

A Lifeline Since 2020
The SRD grant, introduced in May 2020 during the COVID-19 pandemic, has become a vital source of income for around 8 million people, including South Africans, refugees, and asylum seekers. As of 2025, approximately 13 million people qualify for this monthly support.
In March, Finance Minister Enoch Godongwana allocated R35.2 billion to extend the SRD grant until 31 March 2026. This funding indicates the government’s intention to use the SRD grant as a stepping stone toward a permanent basic income support framework.
Social Spending and Job Creation
Mbalula also touched on the ANC’s commitment to balancing social support with economic development. He reaffirmed the party’s stance against increasing VAT and emphasized that social spending should benefit people directly.
“We want teachers, nurses and police to be hired,” he said, reinforcing the ANC’s vision of using public funds to drive both welfare and employment.
Potential Delays in May Payments
While the government works on finalizing the transition to a Basic Income Grant, SASSA has warned of possible delays in the May 2025 payment cycle. These are due to ongoing verification efforts aimed at preventing fraud and ensuring only eligible recipients receive assistance.
Despite this, payments are still expected during the last week of the month, following the usual verification process.
Although the exact timeline and structure of the Basic Income Grant are still under discussion, Mbalula’s statement marks a significant policy shift. If implemented successfully, the grant could become South Africa’s first universal basic income scheme, offering more sustainable relief to millions of citizens in need.
