SIU uncovers fresh evidence against Zweli Mkhize in R150m Digital Vibes scandal

The Special Investigating Unit (SIU) has secured permission from the Special Tribunal to introduce fresh evidence in its case against former Health Minister Zweli Mkhize and his associates over the R150 million Digital Vibes scandal.

The SIU says the new affidavit, which it describes as “crucial,” shows how public money was allegedly laundered through sham business transactions and disguised as legitimate expenses, including more than R11.5 million in fake cattle purchases.

How the money flowed

According to investigators, funds meant for National Health Insurance (NHI) awareness campaigns and later COVID-19 communications were diverted through a web of companies and individuals tied to Mkhize.

  • At least R11.5 million was allegedly disguised as cattle purchases.

  • Other payments were allegedly routed to Mkhize’s wife, his son, and business associates.

  • The SIU maintains that no services were delivered for these payments.

SIU spokesperson Kaizer Kganyago said the new affidavit is key to ensuring the court considers the full extent of the alleged fraud.

“If this was not introduced, the case might be decided without crucial information showing that money was received without services rendered,” Kganyago said.

Repayments don’t erase liability

Some implicated companies have repaid a portion of the money, but the Special Tribunal reaffirmed that repayment does not absolve liability under the Prevention of Organised Crime Act (POCA).

The tribunal stressed that unlawful financial gains, even if partially returned, remain prosecutable offences under anti-corruption laws.

What comes next

The court has not yet ruled on whether the affidavit will be formally admitted, but a decision is expected soon. The main case against Mkhize and his associates continues.

The Digital Vibes scandal has become one of South Africa’s most high-profile corruption cases. It exposed:
