Joburg’s R89 Billion Budget Targets Service Delivery, Housing, and Safer Streets

In its ambitious and comprehensive budget for the 2025–2026 fiscal year, the City of Johannesburg has committed R89.4 billion to improve vital services and revitalize the city’s infrastructure. The city claims that its “People’s Budget” is about progress rather than just survival.
Key Focus Areas and the R4.1 Billion Surplus
MMC Finance The budget, which was presented by Margaret Arnolds, shows R84.8 billion in operating revenue and R80.7 billion in expenditures, with a projected surplus of R4.1 billion before taxes and capital grants. In the upcoming fiscal year, an additional R8.7 billion has been set aside for capital projects.
“A budget focused on delivery, not delays,” according to Arnolds, the plan’s investments will transform the city’s landscape and enhance the quality of life in every community.
The Destination of the Billions
Improving housing, infrastructure, and services—especially in impoverished areas—is the city’s main priority. Among the major allocations are:
- R25.6 billion to upgrade electricity
- R20 billion to upgrade wastewater and water systems
- R18.1 billion to fund property rates
- R6.4 billion for necessary upkeep and repairs
- R3.3 billion for the removal of waste
- R3 billion will be used to improve underprivileged areas in Regions A, F, and G.
- The Lufhereng Mixed-Use Housing Project will cost R2.4 billion.
- Major improvements in Southern Farms and Goudrand will cost R1.4 billion.
- Over three years, R869 million will be used to upgrade informal settlements.
- R59 million for grants and job creation
- The JMPD Smart Surveillance project will be expanded with R16 million.
Growth with Responsibility
The goal of this year’s budget is to strengthen departmental accountability and undo previous setbacks. It highlights the importance of spatial inclusion, urban development, and creating a sustainable and economically competitive Johannesburg.
“This is not just about keeping things afloat,” Arnolds stated clearly. The goal is to create a city that is safer, better, and more connected for everyone.
A Future City That Is Stronger and Safer
Through investments in smart policing, public safety, and ongoing infrastructure development, the city hopes to solidify its position as South Africa’s economic hub and a city prepared to take the lead internationally.
