A police leader under scrutiny
The spotlight has turned to suspended Ekurhuleni Metropolitan Police Department deputy chief Julius Mkhwanazi as he delivers testimony at the Madlanga Commission. For weeks, allegations of severe misconduct have taken centre stage, painting a picture of a commander who believed he was untouchable. Mkhwanazi is facing accusations that go far beyond simple insubordination. Former HR head Xolani Nciza testified that Mashazi directly intervened when attempts were made to extend his suspension in mid-2023. He said that when he tried to proceed, she called him and questioned his authority. According to his testimony, she made it absolutely clear that Mkhwanazi was not to be touched.
A controversial business connection
Another major focus of the inquiry is the deputy chief’s alleged involvement in a questionable business arrangement with Vusimuzi Cat Matlala, a well-connected tender figure. The commission heard that in 2021, Mkhwanazi unlawfully signed memorandums of understanding that allowed Matlala’s private security cars to be registered as municipal assets. Though they appeared on the books as EMPD vehicles, they were allegedly used for Matlala’s personal gain.
This deal is considered one of the clearest signs that rules were being bent, possibly for favours or influence. Those who testified suggested the deputy chief enjoyed a level of confidence that came from knowing his actions would be protected.
A culture of unchecked power
Mkhwanazi has been portrayed as a law unto himself. The commission has heard that he regularly ignored orders from his superiors, including suspended EMPD chief Jabulani Mapiyeye. This culture of defiance left senior management frustrated, and it has raised difficult questions about governance within the department.
For the public, there is a real sense of disappointment. Communities rely on the EMPD for safety and honesty. To hear accusations linking members of a specialised police unit to violent and criminal behaviour is alarming.
