Joburg Mayor Unveils AI-Powered Plans to Revolutionize Service Delivery

Johannesburg Mayor Dada Morero is eyeing artificial intelligence (AI) as a key solution to improve service delivery in South Africa’s largest city. During his recent State of the City Address, Morero revealed that AI would be central to the City of Johannesburg’s (COJ) strategy for modernizing public services and boosting efficiency.
Embracing AI for Smarter City Services
The mayor emphasized that the COJ is focusing on AI to enhance critical city services like water leak detection and managing electricity supply and demand. AI, according to Morero, will not just be a tech solution but part of a broader digital public infrastructure that links interconnected platforms across the city.
“Digital public infrastructure is envisioned as city-wide platforms that enable private investment, business operations, and household services,” Morero explained, highlighting the potential of AI to streamline operations and improve service delivery.
Lanseria Smart City: A Catalyst for Economic Growth
A central component of Joburg’s ambitious plans is the Lanseria Smart City Programme. This innovative project aims to create a modern, inclusive urban area that builds on existing infrastructure while connecting with surrounding marginalized communities. Morero called it a catalytic initiative that will help grow Johannesburg’s economy.
The mayor also emphasized the importance of supporting projects within Lanseria, particularly the Waste Water Treatment Works project. This, he believes, will help meet the city’s pressing infrastructure needs while ensuring the success of the broader smart city initiative.
Public Safety: AI Enhances Emergency Response
Morero also touched on the city’s efforts to improve public safety by expanding its Integrated Intelligence Operations Centre (IIOC). The upgraded IIOC will leverage smart surveillance, data analytics, and AI to streamline emergency response times and enhance multi-agency coordination. This smart platform will allow Johannesburg to integrate municipal systems and use available resources more efficiently to meet public safety demands.
Global Examples of AI in Urban Development
Joburg’s push to adopt AI follows the footsteps of cities worldwide that are successfully integrating technology to improve services. For example, Barcelona uses AI sensors to monitor traffic flow and adjust traffic lights in real-time, while New York City analyzes call data to predict service issues. Dubai’s “Smart Dubai” initiative automates everything from visa applications to utility services using AI.
Morero’s vision is for Johannesburg to join these global cities, employing AI to solve complex urban challenges and set the stage for a smarter, more efficient future.
Rebuilding Trust and Delivering Equity
Ultimately, Morero’s AI-powered strategy aims to rebuild trust in city services, ensure equitable delivery for all residents, and drive economic development. “From bulk infrastructure to community facilities, these projects embody Johannesburg’s intent to rebuild trust, deliver equity, and invest for impact,” he stated.
With AI at the helm, Johannesburg is set to become a leading example of how technology can transform urban life and service delivery, creating a smarter, more connected city for its residents.
