Mayor Morero Unveils R1.3 Billion Urban Plan for Joburg

Morero has outlined bold plans to strengthen the city’s global influence and economic partnerships ahead of South Africa’s 2025 G20 Presidency. During his State of the City Address on Wednesday, he stressed the vital role that Johannesburg will play in helping the country host and shape major global conversations.
Morero said the city’s successful hosting of international events like the G20, B20, and Y20 summits has positioned Joburg as a global leader in sustainability, inclusion, and innovation. “Johannesburg is now seen as the home of Solidarity, Equality, and Sustainability,” he said, promising that residents would again unite to welcome the world to their city.
The mayor confirmed that Johannesburg will co-host the prestigious Urban 20 Summit in September 2025, which will bring together mayors from major world cities to craft inclusive urban policies. “This momentous event demands operational excellence and coordination,” said Morero, adding that it also opens the door to economic opportunities and sustainable investment.

He revealed a strategy to attract international investment, with specific proposals aimed at countries including China, the UK, Japan, Germany, Brazil, and Russia. The city is offering industrial park projects to China, digital service hubs to the UK, and a unique skills development programme to Japan focused on the repair of minibus taxis.
Germany is being invited to assist with infrastructure initiatives like the Diepsloot sewer pipeline and Johannesburg’s water management systems. Brazil is being asked to support the city’s R396 million informal settlement upgrade programme, covering over 20 areas such as Finetown, Zandspruit, and Orange Farm.
Morero also pitched a R1.3 billion redevelopment of Joburg’s old mining belt to Russia, calling it an opportunity to demonstrate world-class urban renewal expertise. “Johannesburg has a lot to offer the world,” he concluded.
