A dramatic weekend arrest sends shockwaves through Ekurhuleni

The arrest of suspended Ekurhuleni Metropolitan Police Department (EMPD) deputy chief Julius Mkhwanazi has added a new chapter to one of Gauteng’s most closely watched municipal scandals.

Mkhwanazi is expected to appear in the Boksburg Magistrate’s Court after being arrested on Saturday morning on charges of fraud, corruption, and defeating the ends of justice.

For many residents in Ekurhuleni, the development has been met with a mix of surprise, frustration, and a sense that long-running allegations are finally reaching a courtroom.

Police draw a clear line around the case

Authorities have stressed that the arrest is not linked to testimony heard at the Madlanga Commission of Inquiry concerning the death of Emmanuel Mbense or the widely discussed blue lights controversy.

Instead, police say the matter forms part of a broader investigation into alleged corruption within the EMPD.

According to SAPS spokesperson Brigadier Athlenda Mathe, investigators are also pursuing additional suspects connected to the case.

That distinction is important because Mkhwanazi’s name has surfaced in multiple controversies, creating public confusion about which allegations relate to which investigation.

Why his name became national news

Mkhwanazi recently spent three days testifying before the Madlanga Commission, where explosive allegations were aired about corruption, robbery, kidnapping, and murder.

Although those claims are separate from the current arrest, they placed the senior metro police official firmly in the national spotlight.

South Africans following the hearings online described the testimony as troubling, with many questioning how deep misconduct may run inside local law enforcement structures.

The Emmanuel Mbense allegations

One of the most serious matters raised at the commission concerns the 2022 death of Emmanuel Mbense, a suspected robber.

Mkhwanazi faced scrutiny over claims that he was involved after Mbense was allegedly tortured by officers. He was accused of instructing officials to dispose of Mbense’s body in a river near Brakpan.

He denied the allegation.

Mkhwanazi told the commission he arrived at the scene around 2am after receiving a call from informer Jaco Hanekom, who allegedly told him there had been “successes” in crime-fighting.

He said he stayed only briefly, was angered by being called out unnecessarily, and left without involvement.

Missing precious stones and the Rosebank raid

Another major issue involved the disappearance of R14.9 million worth of precious stones belonging to private property owner Peter Prinsloo during a raid in Rosebank.

Two metro police officers, Adrian McKenzie and Keisher Leigh-Stolls, allegedly removed the stones. They are already under investigation by IPID and were previously arrested.

Investigators recovered stones worth around R40,000 from one officer’s vehicle, but most of the valuables remain missing.

Mkhwanazi has been accused of sending the officers to carry out the operation. He claimed they were part of a lawful joint enforcement operation involving other agencies.

The commission reportedly rejected that version, saying only two EMPD officers and a civilian were involved.

Promotions, loyalty claims and the blue lights scandal

Questions were also raised over the promotion of 55 officials in 2023, amid allegations that Mkhwanazi used his influence to elevate loyalists.

He has further been linked to the so-called blue lights scandal, involving alleged crime figure Vusimuzi “Cat” Matlala.

The commission heard claims that vehicles connected to Matlala’s business were registered in the municipality’s name and fitted with blue lights. It was also alleged that peace officer cards were facilitated for Matlala and associates.

These claims remain highly sensitive and were still being examined when Mkhwanazi’s supplementary testimony was left unfinished.

Political fallout grows

Opposition parties in Ekurhuleni quickly reacted to the arrest.

The DA said it validated years of efforts to expose wrongdoing in the city, while ActionSA called for Mkhwanazi’s immediate dismissal from municipal employment.

That response reflects a wider political reality: corruption allegations in metro governments often become election issues, especially in Gauteng where coalition politics remain fragile.

Mkhwanazi’s court appearance is expected to provide the first formal details of the charges behind his arrest.

For the public, the bigger question goes beyond one man. It is whether the case signals genuine accountability inside municipal policing structures or just another headline in a province long fatigued by scandal.

Either way, the proceedings in Boksburg are likely to be watched closely.
