Ramaphosa to present Presidency budget vote as impeachment tensions simmer

President Cyril Ramaphosa will address the National Assembly on Tuesday to present the 2026/2027 Presidency Budget Vote, outlining planned allocations and priorities as he returns to Parliament amid heightened political tensions and a looming Section 89 impeachment inquiry.

What the Budget Vote covers

The Presidency said the Budget Vote for 2026/2027 includes specific allocations for sub-departments within the Presidency, naming the State Security Agency, the Government Communication and Information System and Statistics South Africa.

“Centred in this year’s Budget Vote are priorities such as an intelligence-led approach to dismantle criminal networks, coordinating government communication for an informed, empowered citizenry, as well as modernising national statistics. This is geared to help combat misinformation and advance evidence-based decision-making in service delivery,”

the President said.

Debate and parliamentary procedure

Ramaphosa’s Budget Vote delivery will be followed by a debate among Members of Parliament, and the Presidency said the President will reply to that debate on Wednesday.

The Presidency described the Budget Vote tabling as a practical check and balance on Parliament and an accountability mechanism for the public to monitor how public funds and resources are allocated.

Links to priorities signalled earlier this year

In his State of the Nation address in February, Ramaphosa set out a primary focus for 2026 to step up the fight against organised crime and criminal syndicates using technology, intelligence and integrated law enforcement.

The President said the government will use data analytics and artificial intelligence to target high-risk sectors such as tobacco, fuel, alcohol and counterfeit products as part of a national illicit-economy disruption programme. He also identified the digital economy as an area where young people will find employment opportunities.

  • How allocations for the State Security Agency, GCIS and Statistics South Africa are apportioned within the Vote.
  • Responses from opposition parties during the parliamentary debate following the tabling.
