McKenzie returns to Parliament to answer questions on R30.9m World Cup delegation
Sport, Arts and Culture Minister Gayton McKenzie will appear before Parliament to account for a R30.9m World Cup delegation and a 151-person programme.
Sport, Arts and Culture Minister Gayton McKenzie is set to appear before the Portfolio Committee on Sport, Arts and Culture on Tuesday afternoon to answer questions about the department’s R30,945,370.15 expenditure on its FIFA World Cup 2026 programme and a 151-person delegation that travelled to Mexico and the United States.
When and why he is returning to the committee
The minister and his department are scheduled to appear before the committee at 17:30 for a second time. The follow-up hearing was called after members expressed dissatisfaction with the department’s presentation at an earlier appearance on 4 August, when McKenzie left the meeting before members could question him on the World Cup spending.
What the Democratic Alliance is demanding
The Democratic Alliance has demanded a detailed accounting of the programme. DA spokesperson on Sport, Arts and Culture Leah Potgieter MP is expected to press the minister for information on the composition, activities and cost of the delegation.
The party has asked the department for:
- Full names, qualifications and experience of all 151 delegation members;
- The specific role and responsibilities of each person and what each delegate did during the World Cup;
- A breakdown of meetings and engagements involving the minister and delegation members;
- A detailed breakdown of the estimated R30.9 million expenditure, including costs attributable to individual delegation members;
- Details of all sponsorships received and a measurable assessment of the return on investment from the World Cup programme.
Department breakdown of spending and participants
The department has provided a programme breakdown showing total expenditure of R30,945,370.15. Allocations cited in that breakdown include:
- R10 million for programme activities, including fan engagement, Aldea Global participation, Atlanta partnership activations, Monterrey activities and legacy programmes;
- R7.86 million on official trips and travel-related expenditure involving the minister, two support staff, the Director-General and a 14-member project team;
- R6.71 million for the South Africa 2010 Legends Exhibition Match;
- R3.36 million for suites;
- R3.01 million for spectator match tickets.
The department says the 151 participants comprised 18 officials, 30 artists and cultural participants, 27 members of the 2010 Bafana Bafana legends squad and 76 people whose participation was funded by sponsors. The sponsored group included 47 fans and 29 journalists, influencers and podcasters.
Defence from the minister and outstanding reconciliation
McKenzie has defended the programme as part of the department’s mandate to promote South Africa internationally through sport, arts and culture and has rejected suggestions that the entire amount was spent on him personally.
The minister has said his own documented travel costs amounted to approximately R1.06 million over the five-week period.
The department has also said the final reconciliation of private sponsorship contributions was still being completed and that the exact final state-funded amount may differ from the initial programme estimate. It is preparing a consolidated close-out report covering invoices, travel claims, sponsorship contributions and implementing-partner accounts.
What Parliament could gain from Tuesday’s session
Tuesday’s meeting is presented as an opportunity for the Portfolio Committee to scrutinise the disputed expenditure, establish who travelled, who paid for the trip and what tangible benefits were secured for South African sport, arts, culture, tourism and related industries.
The department has stated the programme was implemented through approved departmental processes and remained subject to the Public Finance Management Act, Treasury regulations and National Treasury’s cost-containment measures.
