DA motion for tougher FMD response defeated in Gauteng legislature

Published

on

A motion from the Democratic Alliance calling for a stronger provincial response to the foot‑and‑mouth disease (FMD) outbreak failed in the Gauteng Legislature, leaving farmers seeking clarity on vaccines and authorities facing criticism over biosecurity and livestock movement.

What the motion asked for

According to The Citizen, DA agriculture spokesperson in the legislature Bronwynn Engelbrecht tabled the motion. It sought several measures including a publicly available vaccine distribution plan, an audit of municipal commonage and livestock land, reports from municipalities on fencing and quarantine facilities, the formation of an intergovernmental task team, clearer accountability between provincial and municipal authorities and a more active role for the Gauteng Disaster Management Centre.

Why the DA raised the alarm

Engelbrecht told the legislature,

“FMD is not simply an animal health issue. It is a threat to food security, livelihoods, jobs and the agricultural economy of South Africa.”

The Citizen reports Engelbrecht warned that uncertainty about vaccine rollout was leaving farmers exposed and that many farmers still do not know when their animals will be vaccinated. She also warned that movement of animals through auctions, communal grazing areas, transport routes and farms spreads the virus unless movement control is tightened.

Criticism, political response and calls for traceability

The Citizen quoted Freedom Front Plus MPL Jaco Mulder saying that unregulated and unregistered livestock posed a serious risk to Gauteng’s agricultural sector and weakened its disease‑control system. Mulder called for a comprehensive livestock identification and traceability system, routine inspections and stricter enforcement of legislation.

Farmers, markets and local impact

The Citizen reports farmers and agricultural organisations expressed concern about the provincial response and the economic risks to the livestock industry in Gauteng and neighbouring North West. The article describes how uncontrolled livestock movement and weak municipal biosecurity threaten supply chains, auctions and informal trading channels that feed Gauteng markets.

National picture

As reported by The Citizen, the national Department of Agriculture emphasises the rollout of vaccines and other control measures. The DA motion sought clearer co‑ordination between provincial, municipal and national authorities to manage the outbreak.

After the vote

The Citizen says the DA motion failed in the Gauteng Legislature. The article records criticism from provincial officials who characterised the motion as political grandstanding and notes ongoing concern among farmers awaiting vaccination and stronger biosecurity measures.
