Police arrest third suspect after officials uncover suspected unregistered rehabilitation centre

Mpumalanga police have taken a third person into custody after Department of Social Development officials discovered a suspected unregistered rehabilitation facility in Waterval B, Siyabuswa. The facility was found during inspections carried out by social development staff, and authorities say the site was allegedly accommodating about 200 people.

Who was arrested and when

The latest arrest involved a 37-year-old man, who was detained on Saturday following the Thursday discovery of the premises. He faces multiple charges and is due to appear in court alongside two other suspects who were arrested the day after the facility was uncovered.

Police earlier arrested a 59-year-old man and a 58-year-old woman after an operation at the property. All three suspects are expected to appear before the Mdutjana Magistrate’s Court in Siyabuswa on Monday.

Alleged offences and legal provisions cited

Authorities have laid a number of charges connected to the operation of the premises. According to police statements, the suspects face allegations including:

  • Kidnapping
  • Establishing and managing an unregistered treatment centre in contravention of Section 19(1) read with Section 19(13) of the Prevention of and Treatment for Substance Abuse Act, 2008 (Act 70 of 2008)
  • Failing to comply with health and safety requirements under applicable environmental health by-laws and the National Health Act

What officials found and the immediate response

Nkangala District Department of Social Development officials were conducting inspections targeting illegal rehabilitation centres when they visited the property and requested police assistance. During the operation on Thursday, police said 14 people were taken for medical treatment and the couple later arrested was questioned by investigators.

Investigation under way

Mpumalanga police spokesperson Brigadier Donald Mdhluli said a team of experienced detectives and specialised units has been assembled to probe the matter. The investigative team was established by Mpumalanga police commissioner Lieutenant-General Apaphia Modise to ensure all aspects of the case are thoroughly examined.

“At this stage, police cannot rule out the possibility of further arrests as investigations continue,”

Mdhluli also indicated that additional charges could be brought against the suspects depending on investigative findings.

Why this matters: risks linked to unregistered rehabilitation facilities

While the specifics of care at the Siyabuswa premises are still under investigation, unregistered and unauthorised treatment sites can pose a range of risks. Common concerns include inadequate medical oversight, lack of formal records, poor living conditions and non-compliance with public health and safety standards. These issues can affect the welfare of residents and hinder access to proper medical and psychosocial care.

Inspecting bodies such as social development departments and environmental health services carry out compliance checks to protect vulnerable people and to ensure that services meet legal and medical standards. When irregularities are found, police involvement may follow if there are allegations of criminal conduct or safety threats.

Authorities’ response and next steps

Police and social development officials involved in uncovering the facility were commended by the provincial police commissioner for their roles in the operation. Investigators have signalled they will continue enquiries and pursue any further lines of inquiry arising from the probe.

As the matter progresses, courts will determine the legal status of the suspects and any penalties should convictions follow. Meanwhile, policing authorities maintain that protecting the welfare of people found at the site remains a priority as investigations continue.

What to watch for

In the coming days, readers can expect confirmation of the suspects’ court appearances and any formal charges that emerge from the investigation. Police statements have left open the possibility of further arrests and additional charges depending on the outcome of forensic and witness work.

This incident highlights ongoing enforcement activity by social development and health authorities aimed at regulating treatment services and safeguarding those receiving care.
