Billions Pour Into Johannesburg As Three New City Developments Take Shape

Johannesburg’s skyline is evolving once again as three massive city developments inject around R45 billion into the local economy. Despite ongoing challenges with governance, infrastructure, and service delivery, the nation’s financial capital is pushing ahead with bold new projects to tackle its housing shortage head-on.
A City Of Contradictions
Johannesburg remains South Africa’s beating economic heart home to the country’s biggest corporations and a magnet for workers from across the nation and neighbouring countries. But while the city’s glass towers and business districts tell one story of prosperity, thousands of residents face a different reality. The demand for affordable housing far outweighs supply, leaving many without secure homes.
Now, three large-scale developments Southern Farms, Bankenveld District City, and Riverside View are set to reshape the city’s housing landscape. These mixed-use projects promise not only new homes but also new schools, clinics, retail hubs, and green spaces.
Southern Farms: A City Within A City
Launched in May 2025, the R27 billion Southern Farms Development is one of Johannesburg’s most ambitious projects to date. Stretching across areas like Diepkloof, Freedom Park, Eldorado Park, and Naturena, it will deliver over 43,000 housing units alongside retail and industrial zones.
The project includes seven neighbourhood parks, multi-purpose sports courts, a local library, and two Home Affairs offices. It will also feature clinics, schools, taxi ranks, and new roads effectively creating a city within a city.
Johannesburg Mayor Dada Morero described the project as a “source of pride” that will drive economic growth, while MMC for Economic Development Nomoya Mnisi encouraged residents to seize job and business opportunities throughout construction.
However, officials have cautioned potential beneficiaries that strict compliance rules apply only verified applicants on the city’s housing database will qualify. The city has also urged the public to guard against land invasions and illegal activities that could derail progress.
Bankenveld District City: Private Sector Muscle
Between Sandton and Midrand, construction is underway on the R18 billion Bankenveld District City, led by Calgro M3 and Eris Property Group. The development will add around 20,000 housing units, easily accessible from the M1 and N3 highways and the Marlboro Gautrain station.
While Calgro M3 focuses on residential development, Eris is spearheading the industrial and commercial elements to create a balanced urban ecosystem. The project will cater to the lower-income housing market once public infrastructure agreements are finalised.
If successful, Bankenveld District City could become a model for private-public collaboration in addressing South Africa’s housing challenges.
Riverside View: Nearing The Finish Line
Unlike the other two, the Riverside View Social Housing Development in Fourways is nearing completion. Developed by Valumax, the project is set to offer close to 11,000 housing units north of Steyn City one of Johannesburg’s most affluent estates.
The contrast between the two developments highlights the city’s complex social geography, where luxury living and affordable housing share the same postcode.
The first three phases of Riverside View are already complete, with Phase 4 funded through a R53 million city contribution and a R291 million grant from the Social Housing Regulatory Authority expected to add 750 more units.
Beyond housing, Riverside View includes schools, retail centres, filling stations, community parks, and other shared amenities that make it more than just a residential development it’s a sustainable community in the making.
Building Toward An Inclusive Future
While Johannesburg continues to grapple with governance issues and infrastructure strain, these three projects mark a shift toward rebuilding the city’s housing foundation. Together, they represent an investment not just in buildings but in dignity, accessibility, and opportunity for thousands of residents who’ve long waited for a place to call home.
As cranes rise and foundations are laid, the hope is that these new “cities” won’t just reshape Johannesburg’s skyline they’ll redefine its future.
