First in History: Loyiso Masuku Elected Unopposed as Johannesburg’s Deputy Mayor
The City of Johannesburg has a second-in-command for the first time.
Loyiso Masuku, the ANC regional chairperson and former Finance MMC, has been elected unopposed as the metro’s first-ever deputy mayor. The vote took place on Thursday during council proceedings.
A New Position
The newly created post is designed to ensure executive continuity in South Africa’s economic powerhouse. Masuku’s previous role as Member of the Mayoral Committee for Finance has been dissolved and absorbed into the new office, consolidating fiscal and executive authority.
Timing Is Everything
Masuku’s election comes as Mayor Dada Morero faces a motion of no confidence, with a vote expected later on Thursday.
Morero previously survived a similar challenge after the ANC pushed for a secret ballot under Rule 18 of the council’s Standing Rules and Orders. That move shielded councillors from party pressure and secured his position.
However, council rules do not explicitly provide for secret ballots in removal proceedings, nor do they clearly empower the speaker to authorise onea legal grey area now back in sharp focus.
What’s Next
With Masuku now in place as deputy mayor, the executive structure of the city has changed. Should Morero fall, the transitionshould it happenwould have a clear line of succession.
