Elias Motsoaledi Road Upgrade: Boosting Mobility and Empowering Soweto Communities

Residents of Region D, Soweto, now enjoy safe and reliable surfaced roads, thanks to the completion of the Elias Motsoaledi gravel road upgrade by the Johannesburg Development Agency (JDA). This transformative project has enhanced mobility for vehicles and pedestrians while incorporating critical stormwater infrastructure.
Improved Urban Mobility and Accessibility
The project, implemented on behalf of the Human Settlements Department, upgraded 4.5 km of gravel roads to surfaced standards with comprehensive drainage systems. Following the City of Johannesburg’s “Complete Streets” concept, the initiative supports diverse transport modes like walking, cycling, and public transport, fostering sustainable and inclusive urban development.
Scope of the Upgrades
The project included:
- Installation of stormwater drains, pipes, and manholes.
- Construction of walkways, precast kerbing, and retaining walls.
- Implementation of road signs, markings, and speed humps.
- Pavement layering, asphalt surfacing, and erosion protection measures.
Empowering Local Communities
The JDA allocated over R4.6 million—30% of the project’s contract value—to local small, medium, and micro-enterprises (SMMEs), promoting economic empowerment. The project also created job opportunities for residents under the Expanded Public Works Programme, contributing to skills development and income generation.

JDA CEO Themba Mathibe praised the initiative, emphasizing its role in enhancing connectivity, mobility, and local economic growth.
“The successful completion of the Elias Motsoaledi road upgrade demonstrates our commitment to delivering infrastructure projects that improve the lives of Johannesburg residents,” Mathibe said.
This project complements other infrastructure upgrades in Region D, including ongoing gravel-to-asphalt road projects in Finetown Proper. It aligns with the City’s vision to provide sustainable human settlements and ensure Johannesburg remains a city of growth and opportunity.
The JDA reaffirms its dedication to creating efficient, equitable, and innovative area-based developments that leave a lasting impact on the communities it serves.
