A 16-year-old from Malmesbury linked to the online ‘764’ network has been declared fit to stand trial after a 30-day psychiatric observation, the National Prosecuting Authority said.

Psychiatric evaluation clears way for the case to proceed

The teenager underwent a 30-day observation at Valkenberg Psychiatric Hospital. Western Cape NPA spokesperson Eric Ntabazalila said the medical report found that the youth “does not have any mental illness and has no intellectual disability.”

“He was booked into the hospital for a 30-day observation and the medical report indicates that he does not have any mental illness and has no intellectual disability,” Ntabazalila said.

The assessment also determined that the teenager is able to understand court proceedings and follow the case against him.

Charges and next court date

The teen faces 15 charges including sexual grooming of a child, compelling a child to commit sexual assault and the sexual exploitation of a child. Prosecutors have also charged him with the alleged creation, possession and distribution of child sexual abuse material.

Other charges include allegedly exposing a child to pornographic material, cruelty to animals and sending a data message that incited violence or damage to property.

The matter is scheduled to return to the Malmesbury Magistrate’s Court on 15 October, when the teenager is expected to apply for bail.

How the investigation began and police action

Police arrested the 16-year-old on 17 August 2026 after an intelligence tip-off from United States law enforcement. The South African Police Service National Serial and Electronic Crime Investigations unit led the operation, with assistance from specialised police teams, the FBI and Homeland Security Investigations.

Authorities seized electronic devices during the arrest as they probed the teenager’s alleged links to violent online networks.

Alleged links to the 764 network

Investigators have associated the probe with 764, an online network described in the court papers as being connected with the exploitation and coercion of minors. Allegations in the investigation say people linked to the network use online platforms to manipulate children into recording sexual acts, self-harm, violence and animal cruelty.

The teenager cannot be identified because he is a minor.
