Joburg Water distances itself after Hillbrow extortion arrest

Johannesburg. According to The Citizen, Johannesburg Water has distanced itself from a man arrested in a Hillbrow extortion sting, saying the suspect is not an employee and was carrying an access card tied to a contractor that last worked for the utility about three years ago.

Sting operation in Hillbrow

According to The Citizen, the suspect was handcuffed at a residential building on Mitchell Street on Monday during a coordinated sting operation led by the Johannesburg Metropolitan Police Department (JMPD) with assistance from a community informer.

Allegations and preliminary findings

City Power spokesperson Isaac Mangena told The Citizen that preliminary investigations showed the man demanded R5 000 and accepted R1 500 before officers moved in. The suspect was found in possession of both a Johannesburg Water employee identification card and a City Power contractor access card, which raised concerns about possible abuse of municipal credentials and cross-entity access for fraudulent purposes, The Citizen reported.

Johannesburg Water response

According to The Citizen, Johannesburg Water said an internal investigation confirmed the arrested individual is not an employee. The utility’s preliminary findings indicate the access card in the suspect’s possession was issued by a meter-reading contractor that last provided services to Johannesburg Water approximately three years ago.

Johannesburg Water also told The Citizen it condemns fraud, extortion, corruption and misrepresentation, and reminded residents that its employees and authorised contractors are not permitted to solicit or accept cash payments for services.

“Any person requesting payment in exchange for municipal services should be reported immediately to the South African Police Service, Johannesburg Water, or the City of Johannesburg,” Johannesburg Water said, as reported by The Citizen.

Broader enforcement context

According to The Citizen, City Power confirmed that on average about five suspects are arrested daily across Johannesburg in connection with infrastructure-related crimes, underscoring the scale of criminal activity targeting the city’s electricity network.
