Charges dropped against Khumalo police say officers can refocus on crime fight

The National Prosecuting Authority (NPA) has withdrawn all fraud and corruption charges against Lieutenant General Dumisani Khumalo and other senior Crime Intelligence officials, a move the South African Police Service (Saps) says will let those officers refocus on their crime-fighting mandate.

Who, what and when

The NPA withdrew the charges on Friday, 21 August 2026. Khumalo appeared briefly in the Pretoria Magistrate’s Court where the decision was handed down.

Origin of the charges

The charges related to the appointment of Brigadier Dineo Mokwele as head of the Technical Support Services Unit at Crime Intelligence. The Investigating Directorate Against Corruption (Idac) alleged Mokwele lacked the required qualifications for the post and accused Khumalo and other senior officers of manipulating the recruitment process.

Police reaction and next steps

The Saps said it is confident the withdrawal of charges against seven senior Crime Intelligence officials, including the divisional head, General Dumisani Khumalo, and his co-accused will allow the senior officers to refocus fully on their mandate to prevent and combat crime.

Police spokesperson Brigadier Athlenda Mathe quoted Acting National Commissioner Lieutenant General Puleng Dimpane as welcoming the withdrawal and set out priorities for Khumalo’s role.

“As Divisional Commissioner of Crime Intelligence and Project Manager of the Political Killings Task Team (PKTT), Lieutenant General Khumalo will continue to focus on strengthening intelligence-driven operations, dismantling highly organised criminal networks, disrupting criminal syndicates and ensuring that actionable intelligence supports targeted police operations.”

Reset agenda

Mathe said strengthening intelligence and leadership capacity remains an apex priority under the Saps “Reset Agenda.”

“The Saps will continue to build a stronger, intelligence-led organisation focused on delivering results and keeping communities safe. The work is cut out for the Saps, and the organisation remains resolute in taking down highly organised criminal networks and bringing serious and violent criminals to justice,”

Mathe said.

Prosecution’s explanation

Last month, NPA head Andy Mothibi announced the charges would be dropped after the Madlanga Commission of Inquiry revealed that the investigation was incomplete. NPA spokesperson Kaizer Kganyago stressed that the withdrawal was final.

What this means

The withdrawal removes the immediate criminal charges cited by the NPA and, according to the Saps, clears senior Crime Intelligence leadership to concentrate on operational priorities outlined by the organisation.
