Ramsamy tells Madlanga Commission Mchunu routed IGI report to IDAC outside procedures, IOL says

State Advocate Drushantha Ramsamy told the Madlanga Commission that Police Minister Senzo Mchunu routed a sensitive Inspector‑General of Intelligence (IGI) report to investigators at the Investigating Directorate Against Corruption (IDAC) outside established procedures, according to IOL.

Allegations of an irregular handover

According to IOL, Ramsamy said the IGI had earlier refused to give the report to IDAC despite existing information‑sharing arrangements between the two bodies. She told the commission the report was not delivered through the normal institutional channels.

Witness flight and private arrangements

IOL reported that suspended IDAC chief investigator Dylan Perumal told investigators in September that Mchunu had arranged with someone to fly to him in the Eastern Cape to provide the IGI report. Ramsamy described that handover as unusual because it bypassed standard procedures.

Contents and significance of the report

According to IOL, the IGI report related to an investigation into Crime Intelligence. Perumal described the report as “golden”, saying it was potentially crucial to IDAC’s case against Crime Intelligence head Lieutenant‑General Dumisani Khumalo and senior colleagues.

Earlier attempts to access the report

IOL says Ramsamy told the commission that an earlier meeting between IDAC and the IGI, where investigators sought access to the report, was “fruitless” because the IGI would not assist and the exchange could not proceed.

Other procedural concerns raised

IOL reported Ramsamy also raised concerns about a separate court enrolment involving Khumalo. She said the matter had been enrolled while she was on sick leave and, after reading the docket in June, she found no merits for enrolment and no prima facie evidence.

Next steps in testimony

According to IOL, Ramsamy is expected to resume her testimony on Friday.

“There are certain procedures and processes that have to be followed before the sharing of that information,” Ramsamy said, as reported by IOL.
