Johannesburg’s law enforcement is set for major changes as Patrick Jaca officially assumes the role of Chief of Police for the Johannesburg Metro Police Department (JMPD), effective 1 February 2025. Jaca’s appointment, endorsed by the Johannesburg Metro Council, signals a renewed focus on crime prevention, public safety, and urban order.

A Leader with Experience and Vision

Jaca, who hails from Alexandra Township, brings over three decades of experience to the role. His law enforcement career began in 1988 at the Alexandra Traffic Department, and he later joined JMPD in 2001. Rising through the ranks, he has built a reputation for crime prevention, by-law enforcement, and community engagement.

MMC for Public Safety, Cllr Mgcini Tshwaku, praised Jaca’s integrity, leadership, and vision.

“Chief Jaca’s extensive experience and unwavering commitment to justice make him the ideal leader to steer the JMPD towards excellence and ensure a safer Johannesburg for all,” said Tshwaku.

Jaca’s Key Priorities for JMPD

Under Jaca’s leadership, the JMPD will focus on six key areas to enhance security and law enforcement:

  • Bylaw Enforcement: Strengthening the Bylaw Management Unit to curb illegal activities and restore urban order.
  • Inner-City Revitalisation: Boosting the Inner-City Rejuvenation Project to combat crime and clean up Johannesburg’s central districts.
  • Crime Intelligence: Enhancing intelligence-driven policing to tackle violent crime and organised criminal syndicates.
  • Road Safety: Improving traffic management and reducing road fatalities.
  • Public Trust & Accountability: Restoring public confidence through ethical policing and community engagement.
  • Technology Integration: Modernising crime prevention and traffic systems through advanced surveillance and AI-driven enforcement.

Jaca remains optimistic yet realistic about the challenges ahead.

“We are at a turning point. My focus is on creating a disciplined, proactive force that rebuilds trust with the community and acts decisively against crime,” he said.

A Vision for a Safer Johannesburg

Jaca envisions a modern, professional JMPD that criminals fear but residents trust. His strategy includes filling vacancies, strengthening police partnerships, and leveraging cutting-edge technology.

“We will ensure the highest standards of service. By modernising the JMPD and reinforcing our presence in high-crime areas, we can create a safer, more secure Johannesburg,” he affirmed.

With Jaca at the helm, Johannesburg’s metro police force is set for a new era of professionalism, efficiency, and public service.
