Three jailed after bread delivery fraud at Gqeberha retailer
Three former employees have been convicted and sentenced in Gqeberha after a fraud scheme involving bread deliveries to a retailer was exposed. The convictions were handed down at the Gqeberha Specialised Commercial Crime Court on 26 June 2026 following an investigation by the Hawks.
Who was involved and what happened
The accused are Luvuyo Titi (45), Seti Davidson (69) and Mary Anne Louisa Van Wyk (49). They were arrested by the Gqeberha Hawks’ Serious Commercial Crime Investigation team in 2019.
According to Hawks spokesperson Warrant Officer Ndiphiwe Mhlakuvana, the three were entrusted with key roles in the commercial distribution chain between Pioneer Foods and Five Ways Spar. Pioneer Foods supplied fresh-baked bread to Five Ways Spar in Gqeberha daily, with deliveries accompanied by official invoices detailing quantity and value.
How the fraud worked
Mhlakuvana said additional deliveries requested by the retailer were recorded on manual delivery notes that required formal acknowledgement by the receiving clerk before reconciliation and invoicing by Pioneer Foods.
Investigators found the accused created fictitious transactions by falsifying delivery documentation and exploiting weaknesses in the reconciliation process. This, Mhlakuvana said, “enabled fraudulent financial claims and the unlawful misappropriation of company funds over an extended period.”
The fraud was detected after the company noticed discrepancies and referred the matter to the Hawks, who carried out what Mhlakuvana described as a “meticulous investigation” that established the accused had deliberately manipulated administrative and financial control systems.
Court outcome and sentences
All three appeared in court on the day of their 2019 arrest and were each granted bail of R1 000, Mhlakuvana said. After numerous court appearances and the presentation of evidence, the court imposed the following direct prison terms:
- Luvuyo Titi 15 years’ direct imprisonment. Titi was a delivery truck assistant and occasional driver employed by Pioneer Foods.
- Seti Davidson 7 years’ direct imprisonment. Davidson was a delivery truck driver employed by Pioneer Foods.
- Mary Anne Louisa Van Wyk 15 years’ direct imprisonment. Van Wyk was a goods receiving clerk at Five Ways Spar.
Hawks respond
The Acting Provincial Head of the Hawks in the Eastern Cape, Brigadier Fernando Luis, praised the convictions as “a significant victory in the ongoing fight against complex commercial crime,” and commended his team’s “exceptional professionalism, perseverance, and expertise.”
He also emphasised the Hawks’ commitment to protecting the commercial sector in the Eastern Cape through continued efforts to pursue financial criminals.
