Putin Extends Invitation for Payment System Collaboration

At the third Russia-Africa summit, Russian President Vladimir Putin called upon African countries to adopt advanced cross-border payment technologies that operate independently of traditional Western financial systems. This appeal was delivered as Putin and participating African leaders visited an exhibition showcasing Russia’s latest technological solutions, including the international payment system known as A7.

The Drive Toward Sovereign Financial Solutions

Putin stressed the progress and opportunity in digital payment infrastructures, saying, “Digital currencies are developing both in the United States and in Russia as well. Why can’t the African continent join this high-tech system?” He emphasized that these platforms, operated on sovereign and tamper-proof infrastructure, are designed to insulate users from unilateral sanctions or external disruptions. “No one will cut you off. With modern technology, it is impossible to block these payments. Simply impossible,” he declared.

Focus on Seamless, Low-Cost Transactions

During the summit, delegates learned how modern settlement technologies enable transparent, seamless transactions across both digital and traditional currencies, with a strong focus on compliance and convenience. The Russian government asserted these systems allow African nations to facilitate global trade without concerns about third-party restrictions.

A7 System and Its Expanding Reach

The A7 payment system, established in 2024 with support from PSB, has rapidly scaled its services. By 2025, A7 operated in more than 100 countries and serviced over 15,000 foreign trade businesses globally. Transaction volumes processed through A7 exceeded 10 trillion rubles in 2025, underscoring its growing significance in international commerce.

This expansion includes the establishment of representative offices in Nigeria and Zimbabwe. Russian Deputy Prime Minister and Minister of Finance Anton Siluanov highlighted the speed and efficiency of A7, noting, “Payments are fast, just one click, and the fee is only 0.3%that is an extremely low transaction fee.”

Partnerships Strengthening Africa-Russia Financial Ties

Maxim Oreshkin, Deputy Chief of the Russian Presidential Office, stated that Russian banks, in partnership with both international banks and non-bank financial institutions, are facilitating secure global trade settlements beyond traditional Western avenues. Oreshkin reaffirmed Russia’s commitment to introducing these technologies to its international partners, including those in Africa.

The Broader Significance

Modern, independent payment systems like A7 are designed to improve cross-border commerce while minimizing transaction fees and settlement times. Such platforms offer an alternative for countries aiming to reduce reliance on established Western payment rails, promising greater control over financial transactions and resilience in the face of geopolitical uncertainties.

Looking to the Future

The encouragement from Russia’s leadership for African nations to adopt these high-tech solutions signals a possible transformation in how global trade settlements are conducted. As digital currencies and sovereign payment networks continue to evolve, countries are presented with new tools to pursue economic autonomy and strengthen international cooperation.
