Madlanga Commission serves Joe ‘Ferrari’ Sibanyoni with Rule 10.6 notice

The Madlanga Commission has served Mpumalanga taxi boss Joe “Ferrari” Sibanyoni with a formal Rule 10.6 notice, seeking written responses or representations on issues linked to the taxi industry, IOL reports.

Notice and possible testimony

According to the report, Sibanyoni received the Rule 10.6 notice last week and could be called to testify before the commission. His lawyer confirmed receipt of the notice to SABC News. The commission has said it will not publicly discuss witnesses or their possible appearances unless matters are raised during an open hearing.

Areas of inquiry

The questions in the notice reportedly relate to matters linked to Kwaggafontein and alleged criminal syndicates. A Rule 10.6 notice is a formal legal notification issued by the commission that compels designated persons to respond in writing or to make representations regarding specific allegations.

Ongoing legal troubles

The development comes while Sibanyoni is already facing criminal charges in a separate matter. He and three co-accused Mvimbi Daniel Masilela, Philemon Msiza and Oupa “Bafana” Sindane face charges of extortion and money laundering related to allegations that the group demanded more than R2 million in protection fees from a businessman between 2022 and 2025. The four were released on bail and the case remains before the court after the National Prosecuting Authority re-enrolled the charges.

Sibanyoni has also been identified in reporting as an alleged victim in another matter after underworld figure Vusimuzi “Cat” Matlala allegedly attempted to assassinate him during a 2022 ambush.

Commission proceedings continue

The Madlanga Commission is continuing its investigations. On Thursday the commission turned its attention to KwaZulu‑Natal and allegations involving gangs, hit squads, drug syndicates and possible police links, the report says.
