Commission confirms Sibiya will not return to give further oral evidence

The Madlanga Commission has decided not to recall suspended Deputy National Commissioner Shadrack Sibiya to answer further questions over allegations of corruption and interference in police operations.

Official confirmation from the commission

Commission spokesperson Jeremy Michaels told IOL the commission had informed Sibiya that the evidence leaders do not intend to recall him for further oral evidence.

“The Commission can confirm that it has informed Lieutenant-General Shadrack Sibiya that the evidence leaders presently do not intend to recall him for further oral evidence,” Michaels told IOL.

Background to the testimony

Sibiya spent five days testifying before the commission in February 2026, during which he faced questioning over allegations including collusion with criminal networks, interference in police operations and efforts to disband the Political Killings Task Team.

Allegations and response

During the commission’s hearings, Sibiya was accused of protecting alleged underworld figures linked to the so-called “Big 5” cartel, including Vusimuzi “Cat” Matlala, and of having ties to figures such as Katiso “KT” Molefe. Witnesses also alleged his involvement in networks of protection, influence and corruption inside SAPS.

Sibiya has denied all the allegations, saying he is being targeted in a coordinated campaign to destroy his name and career.

The allegations heard at the Madlanga Commission have increased scrutiny on corruption and criminal infiltration within senior leadership of the South African Police Service.
