Madlanga hears allegation that Major-General Khan poked brigadier with a pen

Major-General Feroz Khan, the suspended deputy head of Crime Intelligence, was implicated in a gender-based violence incident at SAPS head offices during testimony at the Madlanga Commission of Inquiry, according to IOL. The allegation centres on an incident in 2018 in which Khan allegedly poked a female brigadier with a pen and caused multiple injuries.

Audio played at commission quotes Khan

During the hearing an audio clip was played in which Khan is heard speaking to Crime Intelligence officer Brigadier Leonora Phetlhe. The clip includes Khan telling the brigadier,

“I’m General Khan to you. I’m not your friend.”

The recording, as reported by IOL, also captures Khan asking,

“Have I ever called you Phetlhe? I always address you as brigadier.”

Medical evidence and criminal outcome

According to IOL, Captain Mark McLean of the Directorate for Priority Crime Investigation (the Hawks) said he obtained a J88 medical form from Phetlhe. The J88 recorded four superficial wounds on her chest, a swelling on the upper part of the left forearm and a superficial bruise on the left side of her face.

IOL reports that Phetlhe consulted a doctor and subsequently filed criminal charges against Khan, but the criminal case was closed after the National Prosecuting Authority indicated it would not prosecute.

Proceedings continued in Khan’s absence

IOL reports that the commission presented evidence against Khan while he was in hospital after sustaining gunshot wounds to his abdomen. His attorney, Mohammed Valley, represented him at the hearing.

Broader allegations aired at the commission

According to IOL, the Madlanga Commission also heard a range of other allegations against Khan, including that he:

  • interfered at the Aeroton R300 million drug bust scene
  • colluded with illicit cigarette smugglers
  • received bribes
  • leaked internal SAPS crime intelligence
  • abused or misused power
  • failed to fully disclose his assets

The testimony at the commission continues, the hearing record shows, as investigators and witnesses give further evidence related to these matters.
