Suspended deputy police chief says sex with 18-year-old was consensual as charges proceed

Lieutenant-General Shadrack Sibiya, the suspended Deputy National Police Commissioner, told a magistrate’s court that sex with an 18-year-old was consensual as he faces multiple criminal charges, a report by IOL says.

What was said in court

During a bail application in the Randburg Magistrate’s Court on Tuesday morning, Sibiya’s attorney Estelle Kilian told the court that the sexual encounter was consensual, according to IOL.

Allegations set out in charge sheet

According to a charge sheet seen by IOL, Sibiya is accused of taking the 18-year-old and two others to The Grand strip club in Sandton, buying them food and giving them alcohol there and continuing to do so at the Garden Court Hotel.

“[Sibiya] bought them food and plied them with liquor at The Grand and continued doing so at the Garden Court Hotel.”

The charge sheet also alleges that the complainant was unconscious after being given alcohol and that Sibiya raped her. The document states that, “When the complainant had passed out, the accused raped her and on his way out of the hotel room, he boasted to the complainant’s friends that she was very nice and still a virgin,” reads the charge sheet, as reported by IOL.

Additional charges

According to IOL, Sibiya is also accused of grooming a 16-year-old girl via WhatsApp between July and August 2026. The charge sheet alleges that he sent the girl nude photographs of herself, persuaded her to send videos of herself masturbating, and possessed and distributed sexual images of her.

Also, the State alleges the girl’s father, an associate of Sibiya, gave him her contact details in July to arrange transport, IOL reports.

IOL further reports Sibiya is accused of trafficking three people for sexual exploitation. The charges relate to alleged incidents between May 16 and August 3, according to IOL.

Next steps

The matter has been postponed to Thursday. Sibiya remains behind bars, IOL reports.
