Former Investigating Directorate Against Corruption (IDAC) head Advocate Andrea Johnson and former Crime Intelligence deputy head Major General Feroz Khan have reportedly been arrested in connection with allegations of defeating the ends of justice.

The arrests reportedly took place on Friday morning, 30 October, following the authorisation of arrest warrants on Thursday. The case is expected to be heard at the Pretoria Magistrates Court, bringing two former senior law enforcement officials into the criminal justice system they once served.

The National Prosecuting Authority (NPA) confirmed that Johnson’s matter was scheduled to appear in court, although police had not officially confirmed both arrests at the time of reporting. NPA spokesperson Lumka Mahanjana reportedly confirmed the court appearance, saying:

While the full details of the charges have yet to emerge, the allegations are understood to involve the handling and alleged sharing of a confidential police docket.

Arrests raise further questions about law enforcement relationships

The arrests add another significant development to a series of controversies involving senior figures in South Africa’s policing and anti-corruption structures.

Johnson resigned as head of IDAC in July after facing difficult questions during testimony before the Madlanga Commission of Inquiry. Her departure followed allegations surrounding the directorate’s handling of investigations involving Crime Intelligence officials, including its criminal case against Crime Intelligence head Dumisani Khumalo and other members of the unit.

Khan, meanwhile, previously served as deputy head of Crime Intelligence before being dismissed from the South African Police Service (SAPS). Reportedly, his dismissal followed his failure to appear before the designated senior officer overseeing an expedited disciplinary process.

The disciplinary proceedings were separate from the criminal allegations now facing him.

Madlanga Commission brought their relationship under scrutiny

Both former officials have featured in developments surrounding the Madlanga Commission, which is investigating allegations of corruption, criminality and interference within South Africa’s criminal justice system.

Their relationship attracted particular attention during the inquiry, where evidence emerged suggesting that Johnson and Khan shared a close personal relationship that went beyond their professional responsibilities. Khan has also faced questions about his alleged connections to individuals linked to businessman Vusimuzi ‘Cat’ Matlala and tobacco company Carnilinx.

His anticipated testimony before the commission has been subject to several delays. Earlier in October, proceedings were postponed following the fatal shooting of his uncle-in-law, Preggy Padayachee, on the R21 near Griffiths Road in Ekurhuleni. The incident was reportedly suspected to be a targeted attack.

Khan had also previously failed to attend a commission sitting on 28 September, despite being offered the opportunity to testify virtually following an independent medical assessment.

Questions remain over alleged police docket

The latest allegations have placed renewed focus on the handling of sensitive information within law enforcement institutions. At the centre of the reported criminal case is the alleged sharing of a confidential police docket and whether the conduct amounted to defeating the ends of justice.

However, the precise circumstances surrounding the alleged disclosure, who may have received the information and how it allegedly interfered with an investigation, have not yet been fully established. The pair’s court appearances are expected to provide more clarity on the charges and the state’s case.

Both Johnson and Khan remain entitled to the presumption of innocence, and the allegations against them will have to be tested through the courts.
