Alleged Natis cartel ‘kingpin’ arrested in Parys after police uncover licence fraud

A man believed to be an IT specialist was arrested in Parys, Free State, after police uncovered what the Road Traffic Management Corporation (RTMC) described as a multimillion‑rand syndicate that used National Traffic Information System (Natis) credentials to defraud vehicle owners.

How the arrest unfolded

RTMC spokesperson Simon Zwane said officers found a computer displaying a Natis logon screen with a user number and password entered when they arrived at the suspect’s private residence. Investigators also recovered Natis printouts and reports from different provinces, as well as papers listing vehicle licence plates, identity numbers and what Zwane described as “black flash books” and Natis credentials.

Allegations and the syndicate’s reach

According to the RTMC, the suspect described as an IT specialist implicated former transport department officials, Natis users and active users from different provinces and the national Department of Transport. Zwane said the suspect alleged that user numbers were bought from officials using memory sticks.

The RTMC said the syndicate targeted driving licence testing centres (DLTCs) where the biometric system has not yet been installed, and that members held credentials for Private Vehicle Testing Stations allowing them to capture or declare vehicles roadworthy on the system.

Items seized and investigation status

Law enforcement seized a black cooler bag containing documents, an HP laptop and desktop computers during the operation in Parys. Zwane called the arrest a major breakthrough in investigations into the syndicate, which the RTMC and police said they have been probing for the past three years.

RTMC CEO Advocate Makhosini Msibi commended the team and urged investigators to continue efforts to arrest other syndicate members. The RTMC said more arrests are expected as inquiries proceed.

Next court appearance

Investigations are continuing. The suspect is expected to appear in the Parys Magistrate’s Court on Thursday, July 30, 2026, the RTMC said.
